Junior Reserve Officer Training Corps
Junior ROTC is a course given during regular school hours but includes many out-of-classroom activities. It helps students develop a combination of skills, knowledge, and inner strengths. It teaches leadership skills, physical confidence, and teamwork. It helps students develop personal pride by teaching study skills, test taking, and interviewing for jobs. It covers the basics in history, government, technology awareness and current events. JROTC offers co-curricular activities such as drill team, color guard, and JROTC summer camps.
I. About Us
A. Army Junior ROTC Program Overview
The JROTC curriculum, which fully or partially addresses a number of national academic standards – to include Common Core State Standards (CCSS) – includes course work on leadership, civics, geography and global awareness, health, and wellness, language arts, life skills, and U.S. history. The curriculum is based on the principles of performance-based, learner-centered education and promotes development of core abilities: capacity for life-long learning, communication, responsibility for actions and choices, good citizenship, respectful treatment of others, and critical thinking techniques.
More important than “what” is learned in JROTC is “how” it is learned. Every classroom is equipped with leading edge technologies to teach, assess, and report student progress. Teachers are trained to utilize a range of technologies and develop social/emotional skills, support academic content through gaming and simulations, and promote the role of social media. Thus, students engage in meaningful, purposeful activities that lead them to demonstrate success through a portfolio of accomplishments.
Every learning experience in the curriculum addresses Core Abilities, Program Outcomes, and Course Competencies; building on their developing skills and abilities, which are critical to success in high school and post-secondary career.

II. Curriculum
A. Core Abilities
Core Abilities describe the broad, life-long skills that every Cadet needs for success in future life and career endeavors. The core abilities are a result of the goals and values that drive the JROTC program and are built upon the program’s four years through integrating various lesson competencies and skills throughout the JROTC curriculum.
The Core Abilities are:
• Apply critical thinking techniques
• Build your capacity for life-long learning • Communicate using verbal, non-verbal, visual, and written techniques • Do your share as a good citizen in your school, community, country, and the world
• Take responsibility for your actions and choices • Treat self and others with respect
B. Program Outcomes
Program outcomes describe what JROTC Cadets will know and be able to do upon successful completion of the JROTC program. These outcomes also provide documentation for growth and development of the student and program for re-accreditation purposes, school visitors, parents, and the community. As Cadets complete each LET, their journey toward program outcomes will occur; each program outcome is linked to every LET lesson in the curriculum. Evidence of learning can be witnessed through a Cadet’s Portfolio, which will showcase continued development of program outcomes.
The JROTC Program Outcomes are:
• Act with integrity and personal accountability as you lead others to succeed in a diverse and global workforce
• Engage in civic and social concerns in the community, government, and society
• Graduate prepared to succeed in post-secondary options and career pathways

C. Course Competencies
Course Competencies describe discipline-specific measurable and observable skills, knowledge, and attitudes. They are targeted in each lesson of the curriculum. Performance standards (criteria and conditions) provide the specifications for assessing mastery of a competency. Cadets show they have learned competencies by applying them in the completion of assessment tasks that require them to do one or more of the following:

A. National Events Overview
New event, held in Dallas, TX every spring, teams qualify through the REC foundation robotics program to attend this event
JROTC Leadership & Academic Bowl (JLAB)
Program to challenge JROTC Cadets to learn values of leadership and citizenship while preparing for higher education milestones.
1. All-Army Leadership Bowl – Hands on STEM activities to include activities in the DC area such as a lying of a wreath at the Tomb of the Unknown Soldier and activities in the local DC area (Smithsonian’s and DC Mall)
2. All-Service Academic Bowl – A high-level trivia event in which ends in a service-on-service final event
Army National Drill Team Championships
This event is held every spring at the Ocean Center in Daytona. 108 Army teams are nominated by BDE’s to compete for this title. JROTC Instructors and active duty Drill Sergeants serve as judges. Teams compete in four disciplines of drill. Regulation, Exhibition, Color Guard and Inspection in both the armed and unarmed divisions.
National High School Drill Team Championships
This event is held every spring at the Ocean Center in Daytona. Teams from all services participate to compete for this title. Active duty Drill Sergeants from all services serve as judges. Teams compete in four disciplines of drill. Regulation, Exhibition, Color Guard and Inspection in both the armed and unarmed divisions.
National JROTC Fitness Championships
This event is held every spring on the beach in Daytona. Teams from all services participate to compete for this title. Active duty Drill Sergeants from all services serve as judges. Teams compete in five disciplines of fitness. Team run, Obstacle course, Pull-ups, Standing long jump and seated medicine ball throw.
JROTC Air Rifle National Championships
Three Regionals are held by all service JROTC’s every February and March. Over 300 Cadets qualify for these events. The top teams in both sporter and precision air rifle move on to compete in the National Championships.
Raider Competitions are athletic competitions held at JROTC programs around the world. Events take place outdoors and usually consist of individual strength test (push-ups, tire-drag, obstacle course, etc), distance team running events, first aid events, and some form of rope bridge construction/crossing. Individual events may vary.
A three level competition that concludes with two teams from each service competing for the JROTC championship. Over 3,000 teams register to compete in the level one portion of this event.

RADC Drone World Championships
New event, location and date still TBD. This year teams will compete in the RADC competition to attend and can use any of the approved drones.
B. Air Rifle
The National Air Rifle Championship
All JROTC Units that are eligible to compete in air rifle marksmanship are invited to participate in the JROTC Air Rifle Postal Competition. The JROTC Postal gives all Cadets who participate in air rifle marksmanship an opportunity to experience a National-level competition, fired at their unit’s home range. In addition to providing your unit with a National ranking, results from this competition will be used to select the JROTC unit teams and at-large individuals that will be invited to participate in the Regional JROTC Service Championships. Teams/individuals may then qualify to compete in the National JROTC Championship.

CyberPatriot: The National Youth Cyber Education Program
CyberPatriot is the National Youth Cyber Education Program created by the Air Force Association to inspire K-12 students toward careers in cybersecurity or other science, technology, engineering, and mathematics (STEM) disciplines critical to our nation’s future. At the core of the program is the National Youth Cyber Defense Competition, the nation’s largest cyber defense competition that puts high school and middle school students in charge of securing virtual networks.

The U.S. Army National Robotics Competition
The JROTC National Robotics Championship is a multiday competition held at the Kay Bailey Hutchison Convention Center in Dallas, Texas where JROTC Robotics teams will battle it out for a number of awards and to become a Tournament Champion! H. National Fitness Challenge
The National JROTC Fitness Challenge Championships
The All-Service National JROTC Fitness Challenge Championships is an all-service event that takes place on the beach behind the Plaza Resort & Spa in Daytona beach, Florida. This competition started in 2017 with hundreds of JROTC Cadets attending.
The JROTC Fitness Championships maintain both a Male Division and Mixed Division. All divisions compete within five team events specifically designed to be a all-round physical test. Events change every year. After the team competition ends, the teams nominate their best male & female athletes to compete in the Ultimate Fitness Cadet Competition held on the Physical Team Test course.
Teams from all services participate to compete for this title. Active duty Drill Sergeants from all services serve as judges. Teams compete in five disciplines of fitness. Team run, Obstacle course, Pull-ups, Standing long jump and seated medicine ball throw.

The National High School Drill Team Championship is a all-service Drill & Ceremony competition for JROTC Cadets. The event has been held since 1982 and U.S. Army Cadet Command became the official sponsor in 1988. The competition takes place in Daytona Beach, Florida.

J. JLAB
The JROTC Leadership & Academic Bowl
The JROTC Leadership & Academic Bowl (JLAB) is an all-service national competition that culminates in the Level III JLAB Championship at Catholic University of America in Washington, DC!
To participate:
1. Must have at least a leadership or one academic team compete in JLAB level I.
2. Use Chrome, Edge, or Firefox. Do not use Internet Explorer or Safari.
3. All Team Members must be present. The Instructor is the proctor for the test.
4. The test, which takes approximately one hour, must be completed in one sitting and taken as a team.
Event Information:
JROTC Leadership Bowl consists of the following activities.
• Leadership Gauntlet (Cadets complete timed, sorted stations while answering JROTC Curriculum questions)
• Leadership According to the Greats (Answering questions tied to Army Senior Leaders, General Marshall, General MacArthur & General Powell utilizing an audience response system).
• Leadership Outside the Box (Answering scenario-based questions utilizing an audience response system).
• Leader Knowledge Assessment (Individual Written assessment testing their JROTC Curriculum knowledge).
• Leader Reaction Course (Cadets complete a collaborative experiential learning focused on building their leadership).

The JROTC Cadet Leadership Challenge (JCLC) & STEM Camps
JROTC Cadet Leadership Challenges are Brigade-level events for Army JROTC Cadets that take place across the world. JCLCs are typically held at Boy Scout camps or military installations. JCLCs are beginning to incorporate STEM activities as part of the camps.

M. Red Cross JROTC Competition
Red Cross JROTC International Humanitarian Law Competition
About the Competition:
The International Humanitarian Law (IHL) Youth Action Campaign is an American Red Cross program that helps youth and young adults to learn about the rules of armed conflict and empowers them to explore IHL and spread awareness about the humanitarian protections it provides through student designed, student led peer-to-peer campaigns within their communities. This competition is a great and rewarding way to fulfill your service learning project requirement. Since 2020, the Youth Action Campaign and JROTC cadet volunteers have helped educate more than 250,000 people about IHL, while reaching more than 500,000 via social media efforts.
U.S. Army JROTC has partnered with the American Red Cross to provide an outstanding Service Learning Project opportunity for cadets and to help in the nationwide effort to raise awareness and understanding on this important topic. Youth IHL Advocates focus their efforts around a theme each year, which connects to a specific area of IHL. Past themes have included education in armed conflict and the protection of cultural property. We are excited to announce that the 2023-2024 theme will focus on nuclear weapons and armed conflict, including how IHL helps protect against the destructive effects of these weapons.
The JROTC Competition gives students a chance to compete against fellow cadets from across the globe, including from Air Force, Navy, and Marine Corps JROTC programs. Cadets form teams at their school, work together to complete the Youth Action Campaign training, and then design and implement their own custom awareness campaigns. Cadets are encouraged to get creative in their campaigns. Past JROTC teams have conducted everything from lunch table events to art competitions, movie nights, local comic book competitions, and social media campaigns as part of the Competition.
At the end of the school year, the best JROTC teams will be recognized by the American Red Cross. One school will be selected as the JROTC International Champions and will be rewarded with a trip to Washington, D.C. in July 2023 to take part in the prestigious annual Youth Action Campaign Summit.

N. Service-Learning Projects

Service learning is a type of active learning that emphasizes the importance of real-world experience and its ability to enhance academic achievement and personal growth. It involves cadets working alongside community partners to address real-world problems and issues, while applying theoretical knowledge to practical situations. This approach not only helps cadets develop critical thinking, problem-solving, and communication skills but also fosters a sense of social responsibility and civic engagement.
The Process of Service Learning
The service-learning process typically involves the following steps:
- Need identification: Identifying community needs and problems that require addressing.
- Planning: Developing a plan to address the identified need, including setting goals, objectives, and timelines.
- Implementation: Carrying out the plan, often in collaboration with community partners.
- Evaluation: Assessing the impact of the project, including its effectiveness and sustainability.

R. Field Trips
Sierra JROTC conducts school-sanctioned excursions away from the classroom and other traditional study environments, to observe, interact with different settings, conducting basic research, and experiencing new activities not readily found in school. These field trips include but are not limited to Military Historical Sites, Amusement Parks, and Cadet Rides. This form of experiential learning allows cadets to experience concepts discussed in textbooks firsthand and pick up new knowledge through interaction. As such, it carries a slew of benefits. JROTC field trips promotes hands on learning, provides community-based learning, and reinforces cultural growth and personal development.

The Drone Team is offered at Sierra High School. Careers in drones and drone technology are growing rapidly, and cadets with early and in-depth experience with drones will have a distinct advantage in future careers that rely on technology.
The Robotics Education & Competition Foundation (REC) Aerial Drone Competition prepares our youth for these vocations now and in the future by strengthening skills they will rely on, both in the field and around the workplace.
Through its uniquely engaging combination of teamwork, problem-solving and communication, the Aerial Drone Competition teaches cadets these skills all while having fun!

A. Scholarship Opportunities
U.S. Army ROTC Scholarship
U.S. Army Reserve Officers’ Training Corps (ROTC) scholarships provide full financial assistance for college tuition and mandatory education fees (or room and board). Additionally, scholarship winners receive tax free subsistence allowance for up to 10 months a year at a rate of $420.00 per month and $1200 annually for textbooks, classroom supplies, and equipment.
Students apply for a Four-Year ARMY ROTC Scholarship online between 12 June and 4 February, at https://hs.usarmyrotc.com/
In order to be eligible to apply for the 4-Year scholarship, students must meet the following minimum criteria: (Note: these are minimums not the scores of the average winner)

Minuteman Campaign – Guaranteed Reserve Forces Duty (GRFD) Scholarship
The GRFD scholarship provides full tuition and fees or room and board ($12,000 per year) for up to four years at a public or private school. This program provides well-trained officers to the Reserve Components and improves the total Army force. C. National JROTC Essay Contest
The JROTC Essay Contest is an annual competition designed to give Cadets an opportunity to assimilate lessons learned from JROTC curriculum and communicate their knowledge in writing. Participating in the essay contest exposes Cadets to a key component of 21st Century Education: writing.
School Year 2024-25 Information
The theme for this year’s essay contest is integrity. Criteria for the essay is explained in the OPORD and annexes. Check with your Brigade POC for suspense. Your Brigade will have a suspense earlier than the one indicated in OPORD.
D. AUSA National Essay Competition
The Association of the United States Army (AUSA) is a nonprofit educational and professional development association serving America’s Army. AUSA’s LTG Theodore Stroup, Jr., Achievement Award aims to engage the next generation of Soldiers and DoD stakeholders at a young age, to promote their growth into mature members of the defense community and to build an awareness of the Association of the United States Army through an essay contest.
Army JROTC Cadets, in their junior and senior year, are eligible to compete for AUSA’s 4th annual LTG Theodore Stroup, Jr., Achievement Award Essay Contest; open from 15 February through 1 September 2023. E. ABMF National Essay Competition
The Past is Prologue Essay Contest invites students ages 11-12, 13-15, and 16-18 to compete within their age group to write an essay about a specific battle closely identified with an American military cemetery or monument overseas managed by the American Battle Monuments Commission.
The American Battle Monuments Foundation (ABMF) is an independent, not-for-profit 501(c)(3) organization and the official partner of the American Battle Monuments Commission.
F. Education Surveys
In an effort to continuously improve the Army JROTC Program, we ask Army JROTC Cadets and parents/guardians of Army JROTC Cadets to voluntarily complete the survey in the link below. Your input on the survey will help inform senior leaders’ decisions impacting the JROTC Program.
The survey normally takes about 10 minutes to complete. Your responses are completely anonymous and no personal identifiable information is collected. Once you start the survey you must complete the survey in one setting. If you exit the survey before completing it, your responses will be discarded and you will need to start a new survey to submit your responses. The surveys will be available until the end of this school year. Please complete only one survey for the school year.
